This is the only place in town that you can get a Tibet permit. In fact, if you get a permit from any other place in town, it originally comes from the guy in this office. Because he has this monopoly, which he protects very jealously, prices for a permit here can be high and capricious. However, the official quoted price of the permit itself is 1070 yuan. If you can manage to get a permit from somewhere else (for example, if you can get one from Lhasa somehow), you might be able to find it for cheaper.
You can purchase both plane tickets and jeep treks from this office as well. If you get the permit from inside this office, you will in fact be obligated to buy a jeep trip or a plane ticket.
